It means carrying goods or passengers in exchange for payment. Delivering parcels, driving private hire, food delivery — all of it. The payment is what triggers the requirement, not the type of vehicle.
Couriers and delivery drivers, private hire and taxi drivers, food delivery riders and drivers, and anyone moving third-party goods commercially. If money changes hands for the journey, you almost certainly need it.
A claim can be declined and the policy voided, which then has to be declared on every future application and pushes premiums up for years. In the worst case you are treated as uninsured, which is an offence in itself.
Almost never. Social, domestic and pleasure plus commuting does not extend to delivering for payment. Some insurers offer specific food delivery extensions, but you have to arrange it deliberately — it is not there by default.
